DAILY GK UPDATE: 22ND OCTOBER

1. Bharti Airtel Became World’s Fourth Largest Mobile Operator
Indian Telecom Service Company Bharti Airtel became the 4th Largest Telecom Operator in the world in terms of subscribers, according to the Wireless Intelligence ‘Scoreboard’ report. At the end of the quarter ended June 2012, the Company had over 250 million mobile subscribers across its operations, representing 13 percent Year-over-Year growth.
NOTE:- China Mobile is on the top position with 683.08 million connections, which is followed by Vodafone Group with 386.88 million Connections and American Movil Group with 251.83 million connections.
The other Indian telecom operators in the report are Reliance Communications at eighth position, Idea Cellular at fourteenth position and BSNL at twentieth position.
2. India, Japan hold talks to expand security cooperation
India and Japan today held their second 2+2 dialogue involving their defence and foreign ministry officials to expand security cooperation between the two countries.
They also decided to hold a dialogue on cyber security.
3. TRAI allowed service providers to offer Combo vouchers
Telecom regulator (TRAI) today allowed operators to provide new kind of recharge coupons for pre-paid connections that will provide dual benefit to consumers. 
NOTE:- The new Combo vouchers will enable mobile phone subscribers to add monetary value to their prepaid balance, as well as get benefit of special tariffs through a single transaction instead. 
Earlier rules allowed only three categories of vouchers, namely Plan Vouchers that enrols a consumer into a tariff plan, Top-up coupons for adding monetary value in to pre-paid account of consumers, and Special Tariff Vouchers for getting value added services or discounts on services. 
4. LP Prasad clinched gold at Youth Boxing Tournament
L P Prasad (17 yrsclinched the only gold for India in the 49kg category with an overall score of 14-10 at the 33rd International Tammer Youth Boxing Tournament, beating England's Jack Bateson in the final in Tampere, Finland.
NOTE:- Dheeraj Singh (52kg) won a silver medal after losing out to Elie Konki of France in other final match.
5. Lance Armstrong banned for life; stripped of 7 Tour-de-France Titles
World governing body decided to support a life ban for doping and strip Cyclist Lance Armstrong's record seven Tour de France Titles.The International Cycling Union (UCI) said it supported a decision by the US Anti-Doping Agency (USADA) to erase the Texan's career and his place in the sport's history. 
NOTE:- Earlier this month the US body released a devastating dossier on Armstrong, detailing over 202 pages and with more than 1,000 pages of supporting testimony how he was at the heart of the biggest doping programme in the history of sport. The revelations, including evidence from 11 of Armstrong's former team-mates, plunged a sport which has been working hard to rid itself of its murky doping past into crisis.
6. Sports Ministry sanctioned funds to Rajasthan and Chattisgarh
Ministry of Youth Affairs and Sports has sanctioned 6 crore rupees each to Rajasthan and Chattisgarh for construction of multi-purpose indoor Halls.
NOTE:- Total assistance sanctioned to both the states under Urban Sports Infrastructure Scheme (USIS), the ministry has released 1.80 crore rupees each. The rest of the assistance will be released in two installments after receipt of utility certificate and settlement of accounts.
7. RBI may treat part of SLR as liquidity under Basel III
RBI Deputy Governor Anand Sinha said the central bank is looking at a move under which a part of banks' statutory liquidity ratio (SLR) holdings can be treated in a way that it complies with liquidity norms under the Basel III capital requirements. 
Sinha said this at an event organised in Mumbai by Care Ratings. He said the Basel III framework -- adopted in the wake of the 2008 global financial crisis to safeguard banks in case of stress -- asks for a liquidity coverage ratio that requires banks to hold marketable high quality liquidity assets. However, domestic banks can't be asked to hold it as they already have SLR holdings of 23 per cent, which are not marketable, Sinha added that it necessitates change in the framework. 
NOTE:- SLR holdings are investments by banks in government securities and other liquid assets, acting as a liquidity buffer. Many banks have excess SLR holdings with the average holding in the system standing at close to 28 per cent.
8. Australian State of Queensland lifted ban on mining uranium
Australian State of Queensland has lifted a 23-year ban on mining uranium, paving the way for exports to India. It follows a visit to Delhi last week by the Australian Prime Minister, Julia Gillard to discuss the sale of uranium. 
NOTE:- The ban was imposed because India has not signed an international treaty on Nuclear Non-proliferation (NPT).
9. Singham Bravery Award Posthumously given to IAS and Security Personnel
The Singham Bravery Award is organised by the All India Anti Terrorist Front (AIATF) and held on the occasion of National Police Day 2012 to felicitate those who had risked - some had even sacrificed their lives in the line of duty.
The awards were handed over to the family members of the police officers by reel life 'Singham' Ajay Devgan,who is also the brand ambassador of Maharashtra police ,actor Sunil Shetty and former CRPF Director General K Vijay Kumar.
NOTE:- Besides Narendra Kumar, the award was posthumously presented to Surinder Singh, Narinder Singh Ranjeet Singh, Prakash S Meena, K C Meena, Tanveer Singh and Sanjeev Kumar.
Marking the occasion, Ajay Devgn and Sunil Shetty, were also bestowed with 'Pride of Nation' awards.
10. Delhi Government rationalizes power tariff to benefit consumers using 200 to 400 units.
Power tariff in Delhi has been rationalized benefiting maximum consumers in the range of 200 to 400 units. Under the new tariff plan announced by Delhi Electricity Regulatory Commission, (DERC) today, domestic consumers will have to pay three rupees seventy paise per unit for the first 200 units of power consumption. 
NOTE:- Consumers with monthly usage between 200 to 400 units will be charged five rupees fifty paise per unit. Consumption above 400 units will attract charges of six rupees fifty paise per unit.
