DAILY GK UPDATE: 29TH NOVEMBER

1. FDI in micro, small enterprises raised to 100%
Foreign Direct Investment, FDI, in micro and small enterprises has been raised to 100 per cent from 24 per cent to promote capital investment by foreign multinational companies. This information was given by Minister of State for Micro, Small and Medium Enterprises, K. H. Muniyappa in a written reply in the Lok Sabha today. He said that enhanced capital investment by foreign multinational companies will create an environment of healthy competition among MSMEs whether financed by foreign investment or otherwise, resulting in availability of better products for consumers. Mr Muniyappa however said that FDI in MSMEs is subject to sectoral caps and other relevant sectoral regulations.
2. Ricky Ponting announces retirement from Test cricket
Ricky Ponting, one of the finest batsmen in contemporary cricket and Australia's middle order bulwark of years, today announced his retirement from international cricket.
Australian Parliament temporarily halted proceedings while current and former cricketers from across the world paid rich tributes to the batting legend, who would be retiring after the third Test against South Africa beginning in Perth tomorrow. 
NOTE:- Ponting has scored 13,366 Test runs from 167 matches at an average of 52.21, second only to India's Sachin Tendulkar who has scored over 15,000 runs from 192 matches.
Ponting made his Test debut in 1995 against Sri Lanka at the same venue where he will walk into Test sunset.
3. Govt to continue export of wheat, non-basmati rice
Government has decided to continue the export of wheat and non-basmati rice. The decision was taken by the Cabinet Committee on Economic Affairs, CCEA, this evening.Information and Broadcasting minister Manish tewari said the decision was taken in view of enough buffer stock of wheat and non-basmati rice. He said the quantity to be exported will be decided by an Inter-Ministerial Group.
4. Govt issues new guidelines to stop misuse of section 66(a) of IT Act
Government today issued new guidelines to stop misuse of a particular section of the Information Technology Act. Now the cases dealing with spreading messages of reported hatred by electronic medium will be decided by a senior police officer not below the rank of DCP in rural and urban areas.
NOTE:- An IGP rank officer will have to give prior approval for registration of cases relating to the section 66(a) of IT Act in metro-politan cities.
Communication and IT Minister Kapil Sibal today met Civil society activists for internet freedom who sought clarifications on the section 66(a) of the IT Act in New Delhi. An advisory to this effect has been sent to states.
Section 66[a] provides for a jail term of upto three years making it an offence to send by means of computer resource or communication device any information which is grossly offensive, menacing, causes annoyance or hatred.
5. N Korean leader Kim Jong-Un replaces defence chief
North Korean leader Kim Jong-Un has replaced his defence chief in a shakeup apparently aimed at tightening his grip over the military. Yonhap News Agency today quoted an unnamed senior South Korean presidential official as saying, Vice Marshal Kim Jong-Gak was sacked as defence minister after just seven months in office. It said he was replaced by Kim Kyok-Sik, a general believed to have orchestrated the North's sinking of a South Korean warship and an artillery attack on a border island in 2010. Analysts said the re-shuffle was the latest in a series of top-level personnel changes ordered by Kim Jong-Un since taking over after the death of his father, Kim Jong-Il, a year ago.

6. India and Sweden signed a social security agreement in New Delhi
Note: India and Sweden signed a social security agreement in New Delhi on 26 November 2012. This agreement will help both the countries in more investment and work opportunities for nationals of India and Sweden. The Social Security Agreement will enhance cooperation on social security between the two countries.
7. India and Japan signed two agreements in Tokyo
The Governments of India and Japan signed the two agreements on 16 November 2012 in Tokyo:
The agreements are as following:
1) Agreement between India and Japan on Social Security
2) Memorandum between the Department of Atomic Energy of India and the Ministry of Economy, Trade and Industry of Japan on Cooperation in the Rare Earths Industry in India.The conclusion and signing of these agreements will further enhance and strengthen the India-Japan Strategic and Global Partnership.
8. Passport Seva Project won CSI – Nihilent e-governance award for excellence
Note:   The Computer Society of India (CSI) on 22 November 2012 adjudged Ministry of External Affairs’ Passport Seva Project as the most significant e-Governance initiative of the Government of India undertaken during 2011-12. The Computer Society of India is the largest association of IT professionals in India. It joined hands with Nihilent Technologies in the year 2002 to institute CSI-Nihilent e-Governance Awards for recognising successful efforts in application of ICT for good governance.
9. The 8th Meeting of India – UK JWG (Joint Working Group) on Counter Terrorism held in New Delhi
Note: The two countries shared their respective threat assessments and informed each other of the measures taken by their governments to strengthen counter terrorism policies and structures and also discussed the follow up on the Mumbai terror attacks of 26/11. The first meeting of the India-UK Joint Working Group (JWG) took place in 2004 and 9th meeting of the JWG will be held in the UK in 2013
10. Biggest ever Black Hole Discovered in the Small Galaxy - NGC 1277

Note: 
Astronomers claimed that they have discovered the biggest ever black hole in the small galaxy called NGC 1277 which is situated around 250 million light years away from our planet. This galaxy constitutes the mass equal to 17 billion suns. The biggest ever black hole sits in the NGC 1277 galaxy in Perseus constellation.
