DAILY GK UPDATE: 15TH NOVEMBER

1. Ningol Chakouba festival being celebrated in Manipur
Manipur, Ningol Chakouba festival is being celebrated today with cultural gusto and traditional flavor. NOTE:- In this festival, married women visit their parental home in their customary attire and dine together with their parents, brothers and sisters.
2. FM asks RBI to finalise guidelines for new bank licences
Finance Minister P Chidambaram has said that he has asked RBI to finalise guidelines for new bank licences and start accepting applications for the same, pending passage of the Banking Laws (Amendment) Bill.
He exuded confidence that the amendment bill will be passed in the Winter Session of Parliament and if not,then in the Budget Session. Mr Chidambaram was addressing a press conference after a meeting with heads of public sector banks in New Delhi yesterday. He said that the government proposes to inject 15,000 crore rupees of capital in PSU banks.
NOTE 1:- The Finance Minister also said that all Kisan Credit Cards will be converted into ATM Cards by March 2014 to provide easy access for farmers to agricultural credit. He said, banks have been asked to strictly adhere to the time frame.
NOTE 2:-  Referring to the filling of vacancies in banks, he said 63,200 people will be recruited by the end of this fiscal providing an opportunity to young men and women.
3. Madhav Chavan Awarded the Education Nobel Prize
Dr Madhav Chavan was awarded the 'WISE Prize", which is known as the ‘Nobel prize for Education’. He was felicitated on 13th November 2012 at the WISE summit in Doha, the capital of Qatar.
NOTE:- The international award not only felicitated the person himself, but also recognized his efforts to provide lessons in literacy and numeracy for less fortunate and disadvantaged children and adults in India
4. UAE announces Amnesty for illegal residents to leave country without paying fines
UAE Government has announced amnesty for illegal residents to leave the country without paying fines. It will be in effect for a 2 month period beginning December 4 this year.
NOTE:- The Ministry of Interior notification said it applies only to those who have entered UAE illegally and overstayed. It has stated that this would be the last chance for illegal migrants to leave the country without punishment and no extension will be allowed beyond the two month period.
5. Rahul Gandhi to head Congress coordination committee for LS polls
Rahul Gandhi has been made the head of the Congress Coordinaton Committee for 2014 Lok Sabha polls. Senior leaders Ahmed Patel, Janardan Dwivedi, Digvijay Singh, Madhusudan Mistry and Jairam Ramesh are members of the Election Coordination Committee headed by Rahul Gandhi. 
6. Omnishables selected as the UK Word of the Year by Oxford English Dictionary
The Oxford English Dictionary has chosen "Omnishables" as the UK Word of the Year 2012. The neologism was first time used in the BBC TVs political satire The Thick of It- to describe the badly mismanaged situation and gaffes.
NOTE:- The word exactly is defined as the situation that has been mismanaged comprehensively and is characterized by a string of blunders and miscalculations. The word was compounded using the Latin prefix omni- that means the entire/all and a word shambles that mean a situation of complete disorder.
7. Income Ceiling for LIG raised by Union Government of India
Union Governmentof India decided to raise cap on the annual income which is required for qualification for the benefits under the present housing schemes for the Low Income Groups (LIG) as well as Economically Weaker Sections (EWS). 
NOTE:- This step on the part of the government will provide benefit to 20 lakh people. 
8. The Protection of Children from Sexual Offences Act, 2012 came into Force 
The Protection of Children from Sexual Offences Act, 2012 came into force on 14 November 2012. The Act was passed in the Indian Parliament in May 2012.
NOTE:- The Act under its ambit defines child as a person below the age-group of 18 and is gender neutral and have a clear definition for all types of sexual abuses like sexual harassment, penetrative or non-penetrative sexual abuse, and pornography. 
9. Golconda Diamond was auctioned at a Record Price of 118 Crore Rupees
A rare 76 carat diamond named after the Austrian owner Archduke Joseph August that was mined from the erstwhile Golconda Kingdom was auctioned at a record price of Euros 16.9 million or approximately Rs.118 crore at the auction, which was held at Geneva.
The diamond has been described as the cushion shaped, internally flawless, of superb quality as well as colourless.
NOTE:- Christie’s International Jewellery Department said that this was the world record for the Golconda diamond and also the world record amount per carat for any colourless diamond. Black, Starr & Frost, the American jeweler sold this rare diamond.
10. Former Def Min Krishna Chandra Pant passed away

Former Defence Minister and deputy chairman of Planning Commission Krishna Chandra Pant passed away in New Delhi today. He was 81.
